I'm looking for a free or low-cost service for putting up a webpage that won't balk if I put up music samples. Does anyone have any ideas?

I would check innergamer.net
but, they may have issues with samples depending on who's music it is.
check them out and read their terms.

not sure how they handel it but i used www.0catch.com for a long time and had no issues there

Have you thought of just using no-ip, and something like apache? I know a friend who did that.
